Most people I have treated have said IPL is no worse then waxing. Each shot feels warm and like a pin-prick or snap of an elastic band.
It depends on the area treated, how dense and coarse the hair is and your pain threshold. It can also depend on where you are in your cycle, just before a period you can be more sensitive to pain. You can use a topical anaesthetic cream to numb the area being treated.
On a personal note, any pain experienced is well worth the end result!
